Singapore — Singapore · Singapore Changi Airport

Submit Singapore’s SG Arrival Card within the three days before arrival, counting the day you land as one of those days. The Immigration & Checkpoints Authority (ICA) is explicit on two points that prevent most mistakes: the window is based on arrival in Singapore, and the SG Arrival Card is not a visa.

Count the window from the date you arrive

If you arrive on Friday, Friday is day one, Thursday is day two and Wednesday is day three. Wednesday is therefore the first day of the submission window. The departure date at your origin is not the anchor.

That distinction matters on an overnight flight. If you depart on Tuesday night but land in Singapore on Wednesday, count Wednesday as the arrival day. Your three eligible calendar days are Monday, Tuesday and Wednesday. Do not count backward from take-off.

Put the SGAC task against the scheduled Singapore arrival date in your itinerary. If that date changes, recalculate the window before submitting or updating your details.

SGAC, visa or neither: the decision

  1. Will you seek immigration clearance in Singapore? If yes, the general rule is to submit the SGAC. If you remain in transit or transfer without seeking immigration clearance, ICA lists you as an exception.
  2. Does your passport require a visa? Check ICA’s separate entry-visa requirements. An SGAC submission does not replace a visa and does not change whether your passport needs one.
  3. Are you entering rather than staying airside? If your connection requires you to seek immigration clearance for any reason, the stated airside-transit exception does not apply. Confirm the process for your itinerary.

The safe mental model is simple: SGAC supplies arrival information and a health declaration; a visa, where required, is separate permission. Some travellers need SGAC only, some need both SGAC and a visa, and a traveller transferring without immigration clearance falls within ICA’s stated transit exception.

Use the free official service

SGAC submission through ICA is free. ICA says it does not support or endorse commercial entities that charge to submit the form, and those services are not affiliated with ICA. Use the official ICA page or the official MyICA mobile app rather than paying a search-result intermediary.

Before entering personal or passport details, check that the page is on ica.gov.sg. A fee request is a warning sign because the official submission itself is free. Keep the acknowledgement email after a successful submission so you can distinguish a completed filing from an abandoned form.

A practical preflight check

  • Read the scheduled arrival date in local Singapore time.
  • Open the window three calendar days before that date, including arrival day.
  • Decide separately whether your passport needs a Singapore visa.
  • If connecting, confirm whether you will pass immigration; the exception is for transfer without immigration clearance.
  • Submit only through ICA’s free official service and retain the acknowledgement.

Download the acknowledgement and your onward itinerary before flying. Mobile data can help with changes after landing, but entry documents should not depend on airport connectivity. If you need data for the wider trip, compare current Singapore eSIM plans after checking that your phone is compatible.
